Why hire a marketing department instead of an agency

An agency sells you projects and retainers that you brief, approve and chase; a marketing department owns your results end to end, with the website, ads, content, print and CRM handled by one team on one plan. For a Dubai SME, an outsourced department typically costs less than a single mid-level in-house marketer once visa, benefits and tools are counted, and far less than three or four separate vendors who each see only their slice.

What goes wrong with the agency model

The agency model was built for large brands with marketing managers whose job is to brief agencies. A Dubai SME does not have that person. The owner or a general manager ends up doing it between everything else, and the predictable things happen:

  • Three vendors, three plans. The web studio builds a site, the ads freelancer sends traffic to it, the social agency posts about something else. Nobody owns the result.
  • Everything is a brief. A new service page, a WhatsApp number change, a Ramadan banner: each needs a brief, a quote, an approval and a wait.
  • Blame moves in circles. Leads are down. The ads agency says the website is slow. The web studio says the ads target the wrong people. Both are billing you.
  • Reporting is about activity. Impressions, posts published, hours used. Rarely enquiries, cost per lead or revenue.
  • Retainers reward spending. A percentage-of-spend fee means the agency earns more when you spend more, whether or not it works.

What an in-house marketer costs in Dubai

The natural alternative is to hire someone. Typical ranges in the UAE market for a mid-level marketing executive or manager are AED 8,000–18,000 a month in salary. Add visa and medical insurance, end-of-service accrual, a laptop, and software subscriptions for design, scheduling, email and analytics, and the real cost is commonly AED 12,000–25,000 a month.

That person then needs a designer, a developer, a copywriter and someone who understands ad platforms, because nobody is good at all five. So they hire freelancers and you are back to managing vendors, with an extra salary on top. In-house works well at a scale where you can afford a team of three or more. Below that, it is one overstretched person.

What a marketing department model looks like

The department model takes the structure a larger company would have and delivers it on a monthly plan:

  1. One plan. A written quarterly plan with targets: enquiries, cost per lead, review count, search rankings.
  2. One desk. A single point of contact who knows your business and can get a page changed today without a brief.
  3. All the functions. Web, brand, ads, content, print and the CRM that captures the leads, so the pieces are designed to work together rather than reconciled afterwards.
  4. One report. A monthly page showing what came in, what it cost and what changes next.
  5. Your assets. Domains, ad accounts, social pages, CRM data and code all registered to you.

How the costs compare

Typical monthly figures in the UAE market for an SME that wants a maintained website, Google and Meta ads, content on two platforms, and reporting:

  • Separate vendors: web maintenance AED 500–1,500 + ads management AED 2,000–5,000 + social management AED 3,000–6,000 + design on demand AED 1,000–3,000. Total AED 6,500–15,500, plus your time coordinating it.
  • In-house hire: AED 12,000–25,000 fully loaded, plus freelancers for what they cannot do.
  • Outsourced department: commonly AED 5,000–15,000 depending on scope, with ad spend on top in all three cases.

When an agency is the right call

Be honest about the cases where the department model is not the answer:

  • You need one thing once: a brand identity, a single campaign, a video. Hire a specialist and pay for the project.
  • You already have a competent marketing manager who wants specialist execution partners.
  • You are a consumer brand spending AED 200,000 or more a month on media and need deep platform specialists and dedicated creative teams.
  • You want award-winning creative above all else. Agencies are built for that; departments are built for results per dirham.

Six questions to ask before you sign with anyone

  1. Who is my single point of contact, and how quickly can they change a page or pause a campaign?
  2. Will the domain, ad accounts, social pages and CRM be in my name?
  3. What exactly will the monthly report show? Ask to see a sample.
  4. How is your fee structured, and does it rise if my ad spend rises?
  5. What is the notice period, and what do I walk away with?
  6. Who actually does the work, and are they in-house or subcontracted?
